The momentum toward a second revolution was building across Russia: 러시아 전역에서 두 번째 혁명이 가속화되었다.
As for the Bolsheviks, all their activity since 1905 was nothing but preparation for a second revolution. And the activities of the government, an enormous share of them, were preparations to put down the new revolution. 볼세비키들에게 1905년 혁명 이후 모든 활동은 두 번째 혁명에 대한 준비작업이었다. 그리고 정부 활동의 대단히 많은 부분도 새로운 혁명을 저지하는데 바쳐졌다. 1916년 가을 특히 정부는 꼼꼼하게 계획을 세워 혁명을 대비하고 있었다.
